Summary:
This paper aims to identify the structure and indicators of the creative competency framework (CCL) - one of the core competencies that the education system must develop for lower secondary school students in the 2018 General education curriculum. Although many studies have proposed CCL models and frameworks in education, there is currently no CCL framework for lower secondary school students in Vietnam that has been systematically developed and validated by experts. To overcome this gap, the study uses a combination of expert opinion and the Content Validity Index (CVI) method with two indicators: content validity at the question level (I-CVI) and at the overall scale level (S-CVI). Data was collected from 14 experts (authors of the 2018 General education curriculum and textbooks; education researchers; lecturers at teacher training institutions; psychologists and experts in the theory and methods of teaching Literature and Vietnamese language) who were consulted. The CVI analysis results showed that all five components were accepted; 8 of 40 indicators needed revision to meet relevance requirements, and 14 of 40 indicators needed revision to meet usability requirements.
